The short answer

In Coral Gables, dock, mooring and wharf plans must show dimensions across the waterway and any existing mangroves, and must carry Miami-Dade DERM's preliminary approval before the City looks at them (City of Coral Gables, 2026). Properties in Cocoplum Section II must also include a copy of the Cocoplum dock plan.

Typical project sizes

Fixr's 2025 national guide puts most docks at $7,000 to $25,000 and piling docks at $20 to $40 per square foot installed. Long Keys docks that need a length exception, or docks in aquatic preserves, cost more to permit.

What the City wants to see

A notarised Public Works permit application, plans with dimensions across the waterway, existing mangroves and the installation method, colour photos of existing conditions and a survey. Revised plans need DERM's stamp again.[1]

Mangroves

Where a dock affects mangroves, DERM's mangrove permits are valid for 3 years, and the Class I application covers mangrove trimming.[2]

The bay off the Gables is preserve water

The Biscayne Bay Aquatic Preserve runs the length of the bay outside Biscayne National Park, and its access list includes the Matheson Hammock Park boat ramp beside the Gables bayfront. Bay-facing docks there fall under the 500 sq ft Outstanding Florida Waters exemption and the preserve's seagrass protection, while Miami-Dade manatee zones (rule 68C-22.025) govern boat speeds.

Grass and hard bottom decide where the dock can go and how high it sits.[3][4][5]

What makes Coral Gables different

Dock, mooring and wharf plans must show dimensions across the waterway, existing mangroves and the installation method, and carry DERM's preliminary approval; revised plans need a DERM stamp again. Properties in Cocoplum Section II must include a copy of the Cocoplum dock plan. The City also asks for a notarised Public Works permit application, colour photos of existing conditions and a survey.[1]

Fee incentives

Under Resolution 2025-342, living seawalls with pH-neutral cement or modular retrofit panels qualify for a 20% reduction in city permit fees, and a separate fee waiver applies to existing homes making seawall improvements to address sea level rise.[7]

Permits for docks in Coral Gables

  • Miami-Dade DERM, Coastal Resources Section: Class I permit, plus the preliminary approval the City asks to see before it looks at any dock or wall plans. Phone (305) 372-6575.
  • City of Coral Gables Development Services and Public Works: Building and Public Works permits for seawalls, bulkheads and docks, after DERM preliminary approval.
  • Florida DEP or South Florida Water Management District: State permit or exemption for docks and walls on the Gables canals and the bay, where aquatic preserve rules apply to open bay frontage.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation for bayfront and canal work, confirmed for each job since SPGP VI's stated July 2026 expiry.

How big can my dock be?

It depends on where you are. Florida's statutory exemption covers private docks up to 1,000 sq ft of over-water area, or 500 sq ft in Outstanding Florida Waters, with one exempt dock per 65 ft of shoreline. Over-water area includes roofs, boat canopies, elevated platforms and decking. In Miami-Dade a single-family dock on the short-form permit may not protrude more than 25% of the waterway width.[4][11][2]

Docks over state-owned water

Most of Biscayne Bay and its natural tributaries, including the Miami River, Little River, Oleta River and Arch Creek, are state-owned submerged lands. A dock there needs the state's consent, which DERM can grant on the state's behalf for qualifying projects. FDEP requires structures to sit at least 25 ft inside riparian lines (10 ft for marginal docks), with exceptions.[2][11]
