The short answer

New docks in Boca Raton are permitted under City Code Chapter 22 and finish with a final marine structure survey (City of Boca Raton). Palm Beach County's checklist asks for signed and sealed dock drawings with decking manufacturer specs and a survey under one year old, and FDEP, FIND and Army Corps approval or exemption as applicable.

Typical project sizes

Fixr's 2025 national guide puts most docks at $7,000 to $25,000 and piling docks at $20 to $40 per square foot installed. Long Keys docks that need a length exception, or docks in aquatic preserves, cost more to permit.

How far a Boca dock can reach

Single-family lots may have freestanding docks protruding no more than 6 to 8 ft waterward of the seawall, depending on canal width (City Code 22-58), and every structure must stay inside lines projected at 45 degrees from the side property lines. New or replaced docks sit between 4.0 and 6.0 ft NAVD88.[2]

Seagrass in Palm Beach County waters

Johnson's seagrass range covers Palm Beach County waters, so docks over seagrass follow federal minor piling-supported structure guidelines.[4]

State size limits

Florida exempts private docks up to 1,000 sq ft of over-water area outside Outstanding Florida Waters, with one exempt dock per 65 ft of shoreline. City and county permits still apply.[5]

Signed lift drawings with pile details

Palm Beach County classes docks, seawalls, boat lifts and boathouses as Type 8 marine structure permits, and its checklist asks for signed and sealed boat lift drawings with pile details and the manufacturer's specifications. Boca Raton's own Chapter 22 review expects the same level of detail before a lift goes in.

Pilings are the part of a dock most often replaced, so the piling rule matters as much as the deck.[3][1]

Palm Beach County manatee zones

Boca Raton waters fall under Palm Beach County's manatee protection zones in state rule 68C-22.009, with boating restricted areas in 68D-24.017 and 68D-24.011. The federal Johnson's seagrass range used for dock design also covers these waters, so pile and dock layouts avoid grass beds.

What makes Boca Raton different

Plan review needs a current-conditions survey showing the seawall wet face or bulkhead line, the property line and piles, section details with the finished cap elevation, and a proposed site plan. Inspections are staged: a location survey before the cap is poured and before the structural cap and piling inspections, a final engineer report on cap elevation with photos, and a final marine structure survey for docks and lifts.[1]

Agencies beyond the City

Palm Beach County's marine structure checklist for unincorporated areas lists the outside approvals agencies expect to see: FDEP, the Florida Inland Navigation District (FIND) and the Army Corps, as applicable. That checklist is dated 2005, so we confirm current requirements for each job. The federal seagrass range used in dock design covers Palm Beach County waters.[3][4]

Permits for docks in Boca Raton

  • City of Boca Raton Development Services: Marine structure permits under City Code Chapter 22, with staged survey and engineer inspections.
  • Florida Inland Navigation District (FIND): May be involved for work along the Intracoastal Waterway.
  • Florida DEP or South Florida Water Management District: State permit or exemption for docks, walls and lifts on Lake Boca Raton and the Intracoastal Waterway.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation along the Intracoastal, which the Palm Beach County checklist expects to see with the building permit.

How big can my dock be?

It depends on where you are. Florida's statutory exemption covers private docks up to 1,000 sq ft of over-water area, or 500 sq ft in Outstanding Florida Waters, with one exempt dock per 65 ft of shoreline. Over-water area includes roofs, boat canopies, elevated platforms and decking. In Miami-Dade a single-family dock on the short-form permit may not protrude more than 25% of the waterway width.[5][9][10]

Docks over state-owned water

Most of Biscayne Bay and its natural tributaries, including the Miami River, Little River, Oleta River and Arch Creek, are state-owned submerged lands. A dock there needs the state's consent, which DERM can grant on the state's behalf for qualifying projects. FDEP requires structures to sit at least 25 ft inside riparian lines (10 ft for marginal docks), with exceptions.[10][9]
