The short answer

In Coral Gables, dock, lift and wharf plans go to Miami-Dade DERM for preliminary approval before the City will take them up. NOAA's Cutler gauge south of Coral Gables shows a 2.13 ft great diurnal tide range, about half a foot less than at Government Cut.

Common boat lift faults

Stop using the lift if you see frayed cables or the boat sits unevenly.

  • Motor hums but the lift does not move
  • Lift raises unevenly or one side drops
  • Frayed, kinked or flattened cables
  • Grinding from the gearbox or pulleys
  • Corroded switches and wiring

DERM approval comes before the City

Coral Gables will not take dock, mooring or wharf plans without Miami-Dade DERM's preliminary approval, and revised plans need DERM's stamp again. The permit set also needs a notarised Public Works application, dimensions across the waterway, existing mangroves and the installation method, so a lift or dock design gets settled with the county first.

We handle the lift drawings and permits with the dock.[1]

Cocoplum's own dock plan

Properties in Cocoplum Section II must include a copy of the Cocoplum dock plan with their permit, and every Gables dock submittal shows the dimensions across the waterway. On the winding Gables canals that cross-section drawing is what proves a dock or lift leaves room for boats to pass.

A repair keeps the lift where it is; moving or enlarging it means meeting today's rule.[1]

A smaller tide in the south bay

NOAA's Cutler gauge on Biscayne Bay, south of the Gables shoreline, shows a 1.94 ft mean range and a 2.13 ft great diurnal range, with mean higher high water about 0.19 ft above NAVD 88 (1983 to 2001 epoch). That is about half a foot less swing than at Government Cut, which helps lift and floating dock design in Cocoplum and Gables Estates.

Repairs are scheduled when the cradle can be worked on above the water.[2][3]

What makes Coral Gables different

Dock, mooring and wharf plans must show dimensions across the waterway, existing mangroves and the installation method, and carry DERM's preliminary approval; revised plans need a DERM stamp again. Properties in Cocoplum Section II must include a copy of the Cocoplum dock plan. The City also asks for a notarised Public Works permit application, colour photos of existing conditions and a survey.[1]

Fee incentives

Under Resolution 2025-342, living seawalls with pH-neutral cement or modular retrofit panels qualify for a 20% reduction in city permit fees, and a separate fee waiver applies to existing homes making seawall improvements to address sea level rise.[5]

Permits in Coral Gables

  • Miami-Dade DERM, Coastal Resources Section: Class I permit, plus the preliminary approval the City asks to see before it looks at any dock or wall plans. Phone (305) 372-6575.
  • City of Coral Gables Development Services and Public Works: Building and Public Works permits for seawalls, bulkheads and docks, after DERM preliminary approval.
  • Florida DEP or South Florida Water Management District: State permit or exemption for docks and walls on the Gables canals and the bay, where aquatic preserve rules apply to open bay frontage.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation for bayfront and canal work, confirmed for each job since SPGP VI's stated July 2026 expiry.

What causes most failures

In salt water, galvanic corrosion attacks metal parts, which is why sacrificial zinc anodes need regular replacement. Cables should be checked for fraying, corrosion, kinks, flattened sections and uneven tension, and pulleys and gearboxes need lubrication.[7]

Repair or replace the lift?

If the frame and beams are sound, replacing the motor, cables or gearbox is usually far cheaper than a new lift, which ThePricer puts at $7,000 to $14,000 installed for a 10,000 lb four-post model in South Florida.[8]

Frequently asked questions

Who approves a dock or boat lift in Coral Gables first?

Miami-Dade DERM. The City asks for DERM's preliminary approval on the plans, and a DERM stamp again on any revision, before it issues its own permits.

Are there special dock rules in Cocoplum?

Yes. Properties in Cocoplum Section II must include the Cocoplum dock plan with their permit application, on top of DERM's preliminary approval.

How much does the tide move in Coral Gables?

NOAA's Cutler station on Biscayne Bay shows a mean range of 1.94 ft and a great diurnal range of 2.13 ft (1983 to 2001 epoch).
