The short answer

Coral Gables dock permits show the full width of the waterway, and Cocoplum Section II lots must also follow the Cocoplum dock plan. In Coral Gables, dock, lift and wharf plans go to Miami-Dade DERM for preliminary approval before the City will take them up.

Which lift suits you

The right lift depends on how you moor.

  • Four-post lift: on its own pilings in a slip beside the dock
  • Elevator lift: mounted on the seawall face, good where pilings are hard to place
  • Floating lift: for jet skis and small boats, no pilings

Typical project sizes

New pilings can turn a $10,000 lift project into $15,000 or more, so a slip with sound pilings costs less to fit out.

DERM approval comes before the City

Coral Gables will not take dock, mooring or wharf plans without Miami-Dade DERM's preliminary approval, and revised plans need DERM's stamp again. The permit set also needs a notarised Public Works application, dimensions across the waterway, existing mangroves and the installation method, so a lift or dock design gets settled with the county first.

New lifts need drawings, and often new piles, so the permit comes first.[1]

Cocoplum's own dock plan

Properties in Cocoplum Section II must include a copy of the Cocoplum dock plan with their permit, and every Gables dock submittal shows the dimensions across the waterway. On the winding Gables canals that cross-section drawing is what proves a dock or lift leaves room for boats to pass.

We choose the lift type and position to that rule before anything is ordered.[1]

Mangroves on the plans

Coral Gables dock and wall plans must show existing mangroves, and any trimming falls under Miami-Dade's Class I permit for coastal construction and mangrove trimming. DERM's mangrove permits run 3 years, against 2 years for a short-form structure permit, so a job that touches mangroves is scheduled differently.[1][2]

What makes Coral Gables different

Dock, mooring and wharf plans must show dimensions across the waterway, existing mangroves and the installation method, and carry DERM's preliminary approval; revised plans need a DERM stamp again. Properties in Cocoplum Section II must include a copy of the Cocoplum dock plan. The City also asks for a notarised Public Works permit application, colour photos of existing conditions and a survey.[1]

Fee incentives

Under Resolution 2025-342, living seawalls with pH-neutral cement or modular retrofit panels qualify for a 20% reduction in city permit fees, and a separate fee waiver applies to existing homes making seawall improvements to address sea level rise.[4]

Permits in Coral Gables

  • Miami-Dade DERM, Coastal Resources Section: Class I permit, plus the preliminary approval the City asks to see before it looks at any dock or wall plans. Phone (305) 372-6575.
  • City of Coral Gables Development Services and Public Works: Building and Public Works permits for seawalls, bulkheads and docks, after DERM preliminary approval.
  • Florida DEP or South Florida Water Management District: State permit or exemption for docks and walls on the Gables canals and the bay, where aquatic preserve rules apply to open bay frontage.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation for bayfront and canal work, confirmed for each job since SPGP VI's stated July 2026 expiry.

Permits for a new lift

Miami-Dade issues a short-form DERM permit for a lift on a new or existing dock, seawall or bulkhead, as long as a single-family lift does not protrude more than 25% of the waterway width. Florida exempts floating boat lifts and floating platforms up to 500 sq ft combined (200 sq ft in Outstanding Florida Waters). In aquatic preserves, a roof may not overhang more than 1 ft beyond the lift and boat.[2][8][9]

Relocating a lift

Moving a lift to a new slip or a new home is a new installation in the eyes of the permit office, so we plan pilings and permits for the new spot. Removing the old lift and old piles is DERM-exempt in Miami-Dade.[2]

Frequently asked questions

Who approves a dock or boat lift in Coral Gables first?

Miami-Dade DERM. The City asks for DERM's preliminary approval on the plans, and a DERM stamp again on any revision, before it issues its own permits.

Are there special dock rules in Cocoplum?

Yes. Properties in Cocoplum Section II must include the Cocoplum dock plan with their permit application, on top of DERM's preliminary approval.

Can I trim mangroves for a dock in Coral Gables?

Only with a Miami-Dade DERM Class I mangrove permit, and the City's dock plans must show the existing mangroves.
