The short answer

Islamorada allows open-sided covered boat lifts only over a cut-in boat slip on a manmade canal; the lift may not extend past the mouth of the slip or over mangroves, seagrass or hard bottom, the roof may be no more than 12 ft above grade, and no deck may be built on it (Village Code 30-1542, 2024). Uncovered lifts follow the general dock rules.

Typical project sizes

Most residential lifts are four-post or elevator lifts in the 10,000 lb class, plus PWC lifts. New pilings can turn a $10,000 lift project into $15,000 or more (ThePricer, 2026).

Roof edges and setbacks

The roof and supports of a covered lift may extend 2 ft into the shoreline setback around the perimeter of the slip, but no decks or habitable space are allowed on the roof.[1]

Existing slips

Under SPGP VI, boat lifts in existing slips in Monroe County did not need a seagrass survey, which made an existing cut-in slip the simplest place for a new lift.[2]

Bay side and ocean side tides differ fourfold

NOAA's Florida Bay gauge at Upper Matecumbe Key shows a great diurnal range of only 0.61 ft, with mean higher high water about 0.41 ft below NAVD 88, while the Hawk Channel gauge a short way across the key shows 2.28 ft (1983 to 2001 epoch). A lift or floating dock sized for one side of Islamorada is wrong for the other.

Lift travel is set from that tide range plus your boat's draft.[4][5]

Watch the datum: about 1.5 ft

The Village notes that converting from NGVD29 to NAVD88 shifts elevations by about -1.5 ft on average in Monroe County, and the shift varies from place to place. Old plans and new maps use different datums, so a cap or floor height has to be converted before anyone compares numbers.[6]

What makes Islamorada different

Principal buildings sit 20 ft from the mean high water line on altered shorelines such as canals, 30 ft on open water with conditions, and 50 ft on unaltered shorelines. Docks, lifts, davits, seawalls and riprap are water-dependent structures that may sit inside that setback under the Village's standards.[1]

Sanctuary and manatee layers

The federal small-project permit, SPGP VI, required Sanctuary sign-off before any Islamorada project in Keys waters, and crews follow the state manatee conditions on every in-water job.[2][7]

Permits for boat lifts in Islamorada

  • Islamorada, Village of Islands, Planning and Development Services: Docks, lifts and shoreline structures under Village Code Chapter 30.
  • Florida Keys National Marine Sanctuary: Sanctuary waters surround every Islamorada key from the mean high water mark; we confirm what Sanctuary approval each project needs.
  • Florida DEP or South Florida Water Management District: State permit or exemption; part of the Village's water is the Lignumvitae Key Aquatic Preserve.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation for work in the Sanctuary waters around the Village.

Lift permits in South Florida

In Miami-Dade a boat lift on a new or existing dock, seawall or bulkhead is a short-form DERM permit, and a single-family lift may not protrude more than 25% of the waterway width. Palm Beach County treats lifts as Type 8 marine structures and asks for signed and sealed lift drawings with pile details. Under SPGP VI, lifts could go in existing boat slips without a seagrass survey, and two uncovered lifts were allowed.[8][9][2]

How long should a boat lift last?

Manufacturers we checked do not publish a fixed lifespan. What they do publish is upkeep: rinse after each use, inspect at least once a season, have it serviced at least once a year (more often in salt water), replace worn cables at once and change sacrificial zinc anodes regularly.[10]
