The short answer
In Miami, installing a boat lift on a new or existing dock, seawall or bulkhead is a short-form DERM Class I permit approved by staff, as long as a single-family lift protrudes no more than 25% of the waterway width (Miami-Dade DERM, 2025). A 10,000 lb four-post lift installed in South Florida runs $7,000 to $14,000 (ThePricer, 2026).

Typical project sizes
Most residential lifts are four-post or elevator lifts in the 10,000 lb class, plus PWC lifts. New pilings can turn a $10,000 lift project into $15,000 or more (ThePricer, 2026).
Lift rules on Miami water
Under SPGP VI, boat lifts could go into existing slips without a seagrass survey, which matters in the part of Biscayne Bay inside Johnson's seagrass range. Two uncovered lifts were allowed. Removing an old, dilapidated lift is DERM-exempt.[2][1]

Salt water wear
Biscayne Bay is salt water, and manufacturer guidance calls for professional lift maintenance at least once a year, more often in harsh salt water conditions, with sacrificial zinc anodes replaced regularly.[4]
The tide at the Miamarina gauge
NOAA's Miami Miamarina station on Biscayne Bay records a mean tidal range of 2.17 ft and a great diurnal range of 2.37 ft, with mean higher high water about 0.26 ft above NAVD 88 (1983 to 2001 tidal epoch). Those numbers set how far a lift has to travel, how far a floating dock rises and falls, and how much freeboard a seawall cap really has.

Lift travel is set from that tide range plus your boat's draft.[5]
Bayfront lots sit on Outstanding Florida Waters
The Biscayne Bay Aquatic Preserve covers 64,607 acres from the Oleta River to Card Sound and is treated as Outstanding Florida Waters. On open bay frontage that halves the state dock exemption to 500 sq ft of over-water area, against 1,000 sq ft on an artificial canal, and seagrass damage in the preserve can bring a fine of up to $1,000.
We handle the lift drawings and permits with the dock.[6][7][8]
What makes Miami waterfront work different
Most of Biscayne Bay and its natural tributaries, including the Miami River and Little River, are state-owned submerged lands, so docks over them need the state's consent alongside the DERM permit. The Biscayne Bay Aquatic Preserve is listed by DERM as a permitting contact, and FDEP's free online dock self-certification is not available in aquatic preserves. The federal seagrass range used in dock design reaches central Biscayne Bay.[1][8][2]

City of Miami seawall height
In 2020 the City considered an ordinance (File 7338) to set a 6 ft NAVD 88 minimum for new and rebuilt seawalls east of US-1, outside the Miami River. We have not confirmed that it was adopted, so for every Miami seawall job we confirm the current height rule with the City before design.[9]

Permits for boat lifts in Miami
- Miami-Dade DERM, Coastal Resources Section: Class I permit for any work in, on or over tidal water, the Miami River included, with exempt, expedited and short-form routes for small jobs. Phone (305) 372-6575.
- City of Miami Building Department: Structural and zoning approval for seawalls, docks and lifts inside city limits.
- Florida DEP or South Florida Water Management District: State permit or exemption, and consent to use the state-owned bottom of Biscayne Bay, the Miami River and Little River, which DERM grants for most of the bay on the state's behalf.
- US Army Corps of Engineers, Jacksonville District: Federal sign-off for work in the bay and the river. SPGP VI, the small-project route, passed its stated 27 July 2026 expiry, so we confirm the current route for each job.
Lift permits in South Florida
In Miami-Dade a boat lift on a new or existing dock, seawall or bulkhead is a short-form DERM permit, and a single-family lift may not protrude more than 25% of the waterway width. Palm Beach County treats lifts as Type 8 marine structures and asks for signed and sealed lift drawings with pile details. Under SPGP VI, lifts could go in existing boat slips without a seagrass survey, and two uncovered lifts were allowed.[1][11][2]

How long should a boat lift last?
Manufacturers we checked do not publish a fixed lifespan. What they do publish is upkeep: rinse after each use, inspect at least once a season, have it serviced at least once a year (more often in salt water), replace worn cables at once and change sacrificial zinc anodes regularly.[4]

Frequently asked questions
Do I need a permit for a boat lift in Miami?
Yes: a DERM short-form permit plus City of Miami approval.
Can I add a second boat lift?
SPGP VI allowed two uncovered boat lifts. DERM's 25% waterway rule and your City permit still apply.
