The short answer
Coral Gables requires seawalls and bulkheads at a minimum of 6 ft NGVD 1929, structurally able to support 7.5 ft. Coral Gables protects its canals under City Code 86-3 because they carry floodwater away from homes.

When replacement makes sense
Replacement is the answer when panels are cracked through, the wall leans, repairs would cost more than half of a new wall, or the wall is too low for your city's new standard.
- Panels cracked through or leaning
- Repeated sinkholes despite repairs
- A city notice to raise or rebuild
- Planned dock or lift work that needs a sound wall
Typical project sizes
On a 75 foot lot, the 2016 range of $650 to $2,000 per linear foot works out at roughly $48,750 to $150,000 before engineering, permits and any dock or lift reset. Today's prices are higher than in 2016.
6 ft NGVD, built to carry 7.5 ft
Zoning Code 3-706(C) sets the minimum top of bulkheads and seawalls in Coral Gables at 6 ft NGVD 1929, and the structure must be able to support a wall of 7.5 ft. The City Attorney's 2022 opinion fixed a drafting error that had named NAVD 1988 instead, which matters because the two datums give different numbers for the same height.
A replacement wall is built to the current height from the start, so the panels, piles and cap are sized for it.[1]
Canals are part of the drainage
The City describes its canals as a drainage feature that carries floodwater away and protects them under City Code 86-3, with illegal dumping reported to the Marine Patrol. Riprap, mangrove trimming and wall work that narrows a canal are reviewed with that drainage role in mind.
New walls often get riprap at the toe in the same mobilisation, which saves a second trip.[2]
Fee breaks for living seawalls
Under Resolution 2025-342, Coral Gables cuts city permit fees by 20% for living seawalls that use pH-neutral cement or modular retrofit panels, and waives fees for existing homes making seawall improvements to address sea level rise.

Replacement sits at the top of that range when the waterway is deep or the barge access is tight.[3]
DERM approval comes before the City
Coral Gables will not take dock, mooring or wharf plans without Miami-Dade DERM's preliminary approval, and revised plans need DERM's stamp again. The permit set also needs a notarised Public Works application, dimensions across the waterway, existing mangroves and the installation method, so a lift or dock design gets settled with the county first.
A full replacement needs the complete permit set, so we start on drawings and surveys early.[4]
What makes Coral Gables different
Dock, mooring and wharf plans must show dimensions across the waterway, existing mangroves and the installation method, and carry DERM's preliminary approval; revised plans need a DERM stamp again. Properties in Cocoplum Section II must include a copy of the Cocoplum dock plan. The City also asks for a notarised Public Works permit application, colour photos of existing conditions and a survey.[4]

Fee incentives
Under Resolution 2025-342, living seawalls with pH-neutral cement or modular retrofit panels qualify for a 20% reduction in city permit fees, and a separate fee waiver applies to existing homes making seawall improvements to address sea level rise.[3]

Permits in Coral Gables
- Miami-Dade DERM, Coastal Resources Section: Class I permit, plus the preliminary approval the City asks to see before it looks at any dock or wall plans. Phone (305) 372-6575.
- City of Coral Gables Development Services and Public Works: Building and Public Works permits for seawalls, bulkheads and docks, after DERM preliminary approval.
- Florida DEP or South Florida Water Management District: State permit or exemption for docks and walls on the Gables canals and the bay, where aquatic preserve rules apply to open bay frontage.
- US Army Corps of Engineers, Jacksonville District: Federal authorisation for bayfront and canal work, confirmed for each job since SPGP VI's stated July 2026 expiry.
What a seawall replacement involves
A Florida engineer designs the wall to the site's soil, water depth and the local top elevation. Most replacements go in front of the old wall, which stays in place as backing, because removing it can undermine the yard.

- Survey and engineered drawings
- DERM, city and state approvals
- Turbidity barrier and manatee watch in the water
- New panels or sheet piles, tiebacks and cap
- Backfill, drainage and yard restoration
How far out can the new wall go?
Florida Statute 403.813 exempts restoring a seawall at its previous location, upland of it, or within 18 inches waterward of it. Miami-Dade's short form and the federal SPGP VI use the same 18 inch line, measured wet face to wet face, and need no seagrass survey within it.[10][5][11]
Federal permits
Under SPGP VI, the Florida DEP could verify the federal Army Corps authorisation for qualifying seawall work along with the state decision. That permit's stated expiration date was 27 July 2026, and we have not been able to confirm a replacement, so for each job we confirm the federal route with the agencies before we file.[11][12]
Working around manatees
Permits attach the state's Standard Manatee Conditions: all in-water work stops if a manatee comes within 50 ft, and resumes only once it has moved beyond 50 ft or 30 minutes pass without it reappearing. Turbidity barriers must not entangle or block manatees.[13]

Frequently asked questions
How high must a seawall be in Coral Gables?
At least 6 ft NGVD 1929 under Zoning Code 3-706(C), and designed to support 7.5 ft. The City Attorney confirmed in 2022 that the datum is NGVD 1929, not NAVD 1988.
Why does Coral Gables care what goes into its canals?
The canals carry floodwater away, so City Code 86-3 protects them, and the City asks residents to report dumping to the Marine Patrol.
Does Coral Gables give any break on seawall permit fees?
Yes. Living seawalls with pH-neutral cement or retrofit panels get 20% off city permit fees, and existing homes improving a seawall for sea level rise can get a fee waiver.
Who approves a dock or boat lift in Coral Gables first?
Miami-Dade DERM. The City asks for DERM's preliminary approval on the plans, and a DERM stamp again on any revision, before it issues its own permits.
