The short answer

Boca Raton sets new or replaced seawalls and docks between 4.0 and 6.0 ft NAVD88, a maximum as well as a minimum. Boca Raton approves a location survey before any seawall cap is poured and checks the finished cap elevation with an engineer's report.

When replacement makes sense

Replacement is the answer when panels are cracked through, the wall leans, repairs would cost more than half of a new wall, or the wall is too low for your city's new standard.

  • Panels cracked through or leaning
  • Repeated sinkholes despite repairs
  • A city notice to raise or rebuild
  • Planned dock or lift work that needs a sound wall

Typical project sizes

On a 75 foot lot, the 2016 range of $650 to $2,000 per linear foot works out at roughly $48,750 to $150,000 before engineering, permits and any dock or lift reset. Today's prices are higher than in 2016.

A height band, not just a minimum

Boca Raton's Engineering Design Standards Manual sets any new or replaced seawall or dock between 4.0 ft and 6.0 ft NAVD88. The maximum is unusual among the cities we work in: a wall or dock cannot simply be built as high as the owner likes.

A replacement wall is built to the current height from the start, so the panels, piles and cap are sized for it.[1]

A survey before the cap is poured

Boca Raton will not let a seawall cap be poured until a ZON location survey is approved, and after the work an engineer reports the finished cap elevation with photos. Docks and lifts finish with a Final Marine Structure Survey, so the elevation band is checked in the field, not just on paper.

A full replacement needs the complete permit set, so we start on drawings and surveys early.[2]

Designed for 12 to 18 more inches

The same manual asks for seawalls designed to take an added 12 to 18 in of height later without alteration. That sizes the piles, panels and tiebacks today for a raise the owner may only pay for in ten or twenty years.

Knowing where that line sits lets you choose between a repair now and a full raise later with your eyes open.[1]

The 45 degree side lines

Boca Raton structures must stay inside lines projected waterward at 45 degrees from the side property lines, and the seawall wet face sits on the property line (Sec. 26-146). On a pie-shaped lot at the end of a canal those lines can shrink the space for a lift or davit to a few feet.[1]

What makes Boca Raton different

Plan review needs a current-conditions survey showing the seawall wet face or bulkhead line, the property line and piles, section details with the finished cap elevation, and a proposed site plan. Inspections are staged: a location survey before the cap is poured and before the structural cap and piling inspections, a final engineer report on cap elevation with photos, and a final marine structure survey for docks and lifts.[2]

Agencies beyond the City

Palm Beach County's marine structure checklist for unincorporated areas lists the outside approvals agencies expect to see: FDEP, the Florida Inland Navigation District (FIND) and the Army Corps, as applicable. That checklist is dated 2005, so we confirm current requirements for each job. The federal seagrass range used in dock design covers Palm Beach County waters.[3][4]

Permits in Boca Raton

  • City of Boca Raton Development Services: Marine structure permits under City Code Chapter 22, with staged survey and engineer inspections.
  • Florida Inland Navigation District (FIND): May be involved for work along the Intracoastal Waterway.
  • Florida DEP or South Florida Water Management District: State permit or exemption for docks, walls and lifts on Lake Boca Raton and the Intracoastal Waterway.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation along the Intracoastal, which the Palm Beach County checklist expects to see with the building permit.

What a seawall replacement involves

A Florida engineer designs the wall to the site's soil, water depth and the local top elevation. Most replacements go in front of the old wall, which stays in place as backing, because removing it can undermine the yard.

  2. DERM, city and state approvals
  3. Turbidity barrier and manatee watch in the water
  4. New panels or sheet piles, tiebacks and cap
  5. Backfill, drainage and yard restoration

How far out can the new wall go?

Florida Statute 403.813 exempts restoring a seawall at its previous location, upland of it, or within 18 inches waterward of it. Miami-Dade's short form and the federal SPGP VI use the same 18 inch line, measured wet face to wet face, and need no seagrass survey within it.[9][8][4]

Federal permits

Under SPGP VI, the Florida DEP could verify the federal Army Corps authorisation for qualifying seawall work along with the state decision. That permit's stated expiration date was 27 July 2026, and we have not been able to confirm a replacement, so for each job we confirm the federal route with the agencies before we file.[4][10]

Working around manatees

Permits attach the state's Standard Manatee Conditions: all in-water work stops if a manatee comes within 50 ft, and resumes only once it has moved beyond 50 ft or 30 minutes pass without it reappearing. Turbidity barriers must not entangle or block manatees.[11]

Frequently asked questions

How high can a seawall or dock be in Boca Raton?

Between 4.0 ft and 6.0 ft NAVD88 for new or replaced seawalls and docks, under section 7.7 of the City's Engineering Design Standards Manual.

What inspections does a Boca Raton seawall get?

A ZON location survey before the cap is poured and before the structural cap and piling inspections, then a final engineer report on the cap elevation with photos.

Does a new seawall in Boca Raton have to allow for raising later?

Yes. Section 7.7 asks for walls designed to take an added 12 to 18 in of height without alteration.

Why does lot shape matter for a boat lift in Boca Raton?

Because structures must stay inside lines projected at 45 degrees from the side property lines. On narrow or pie-shaped lots that leaves less room.
