The short answer
Coral Gables requires bulkheads and seawalls to be at least 6 ft NGVD 1929 and structurally able to support 7.5 ft, under Zoning Code 3-706 as corrected by a 2022 City Attorney opinion. Existing homes raising seawalls for sea level rise qualify for a fee waiver, and living seawalls get a 20% cut in city permit fees (City of Coral Gables).

Typical project sizes
Most residential lots have 50 to 150 feet of waterfront, so a full replacement is usually a five or six figure project, while cap, crack and tieback repairs are much smaller. Fort Lauderdale's 2016 survey priced engineering and permitting alone at $2,000 to $5,000 per job.
The Coral Gables standard
The 2022 opinion fixed a scrivener's error that had referenced NAVD instead of NGVD 1929. The design must carry 7.5 ft, so a wall built to 6 ft today can be raised later without rebuilding.[1]
Permits
Seawall and bulkhead permits in Coral Gables need a notarised Public Works permit application, colour photos of existing conditions and a survey, and DERM's Class I permit applies as everywhere in Miami-Dade.[2][4]
Fee breaks for living seawalls
Under Resolution 2025-342, Coral Gables cuts city permit fees by 20% for living seawalls that use pH-neutral cement or modular retrofit panels, and waives fees for existing homes making seawall improvements to address sea level rise.

Toe protection is often the cheapest way to add years to a wall that is still sound above the waterline.[3]
What makes Coral Gables different
Dock, mooring and wharf plans must show dimensions across the waterway, existing mangroves and the installation method, and carry DERM's preliminary approval; revised plans need a DERM stamp again. Properties in Cocoplum Section II must include a copy of the Cocoplum dock plan. The City also asks for a notarised Public Works permit application, colour photos of existing conditions and a survey.[2]

Fee incentives
Under Resolution 2025-342, living seawalls with pH-neutral cement or modular retrofit panels qualify for a 20% reduction in city permit fees, and a separate fee waiver applies to existing homes making seawall improvements to address sea level rise.[3]

Permits for seawalls in Coral Gables
- Miami-Dade DERM, Coastal Resources Section: Class I permit, plus the preliminary approval the City asks to see before it looks at any dock or wall plans. Phone (305) 372-6575.
- City of Coral Gables Development Services and Public Works: Building and Public Works permits for seawalls, bulkheads and docks, after DERM preliminary approval.
- Florida DEP or South Florida Water Management District: State permit or exemption for docks and walls on the Gables canals and the bay, where aquatic preserve rules apply to open bay frontage.
- US Army Corps of Engineers, Jacksonville District: Federal authorisation for bayfront and canal work, confirmed for each job since SPGP VI's stated July 2026 expiry.
Which permits does seawall work need?
In Miami-Dade, any work in, on, over or upon tidal waters needs a DERM Class I permit under Section 24-48 of the County Code, including inside cities. Minor repairs are exempt, cap and tieback work gets an expedited authorisation, and rebuilding a wall at the mean high water line or up to 18 inches waterward is a short-form permit approved by staff.
The city building department also issues a structural permit. A state exemption does not remove county and city permits: Florida Statute 403.813 says its exemptions do not relieve anyone from county and municipal requirements, so in Miami-Dade a DERM Class I permit still applies.[4][7]
How long does a seawall last?
Fort Lauderdale's seawall ordinance FAQ assumed a design life of about 50 years, and city engineers described a 30 to 50 year lifespan for a wall built today. Salt water, wave action from boat wakes and rising tides shorten that when cracks and failed joints are left open.[9]

Why heights matter now
Cities are raising the bar. Miami Beach requires new and substantially repaired seawalls to reach 5.7 ft NAVD, Coral Gables sets bulkheads at a minimum of 6 ft NGVD 1929, and Fort Lauderdale requires 5 ft NAVD. A repair that triggers these rules can turn into a raising job, so we check the local standard before we price.[8][1][11]

| Engineering and permitting | $2,000 to $5,000 per job | 2016, Fort Lauderdale |
