A new cap seals the top of the wall, ties the panels together and can add height. We check first that the existing wall can carry the extra weight.

The short answer
In Jupiter the top of a seawall cap must be at or below the property's base flood elevation, read from FEMA maps effective 20 December 2024. NOAA's Jupiter Inlet gauge shows a 2.75 ft great diurnal range, one of the larger tides in South Florida.

When a new cap is the right fix
A cap replacement suits a wall whose panels are sound but whose cap is cracked, spalled or too low.
- Cracked or spalled cap with rust staining
- Wall a little below the city's new height
- Panels separating at the top
Typical project sizes
Cap jobs usually run the full length of the lot. At the 2016 rate of $75 to $125 per linear foot, a 12-inch cap on 75 feet of wall is about $5,625 to $9,375 before permits.
A cap no higher than base flood elevation
Jupiter caps seawalls from above: the top of the concrete cap, in NAVD, must be at or below the property's base flood elevation (Code 27-2624(8)). Since FEMA's new maps took effect on 20 December 2024, the BFE on the current map is the number to check before a cap is designed.
A new cap is often the cheapest way to reach that height, if the old wall can carry the extra weight.[1][2]
Inlet tide on the Loxahatchee
NOAA's Jupiter Inlet south jetty station records a 2.39 ft mean range and a 2.75 ft great diurnal range, with mean higher high water about 0.19 ft above NAVD 88 (1983 to 2001 epoch). Lift travel and floating dock gangways near the inlet are planned from this gauge.
Caps are formed and poured above the water, but the tide decides how high the new cap must sit to give real freeboard.[3]
An 18 inch allowance, once
A replacement bulkhead in Jupiter may go up to 18 in waterward of the existing one, or landward of mean high water, and the Town treats that as a one-time-only allowance (Code 27-2624). The permit survey must show the mean high water line in NAVD88 plus existing and proposed riprap and mangroves.

A cap replacement can count as substantial work, so we check the trigger before design.[1]
What makes Jupiter different
Town Code 27-2626 keeps half of every waterway clear: a centreline channel of 50% of the waterway width must stay unobstructed, or at least a 15 ft channel where that cannot be met. Only rectangular, T and L shaped docks are allowed unless the Planning and Zoning Director approves another shape.[5]

Who approves what
The Town's checklists ask for FDEP self-certification or exemption verification, Army Corps approval if not included in the DEP decision, and SFWMD approval for structures on submerged lands or in natural waterways such as the Loxahatchee River, the Intracoastal Waterway and Sawfish Bay.[1][4]

Permits in Jupiter
- Town of Jupiter Building and Planning and Zoning: Marine structure permits; dock waivers under Town Code 27-2626.
- Florida DEP or South Florida Water Management District: FDEP self-certification or exemption verification for canal docks; SFWMD approval for structures in the Loxahatchee River, the Intracoastal and Sawfish Bay.
- US Army Corps of Engineers, Jacksonville District: Army Corps approval where the FDEP decision does not include it, as the Town checklists note.
Can the wall take a new cap?
Not always. Whether a cap can be added depends on whether the existing wall can bear the weight, which a marine or structural engineer must assess. A wall that cannot take it needs replacing instead.[6]

Permits for cap work
Miami-Dade DERM gives cap repair or replacement an expedited administrative authorisation when the building department has approved the structural plans. At the state level, seawall caps, batter piles and king piles used only to stabilise and repair seawalls fall under an exemption in rule 62-330.051(12)(d).[7][8]
Caps and city height rules
In Miami Beach a wall may be built to 4 ft NAVD if it is designed to support a future 5.7 ft NAVD, so the cap and footing need to be designed for that later raise. In Boca Raton the city must approve a location survey before the cap is poured, and a final engineer report confirms the cap elevation.[9][10]
| Item | Figure | Source year |
|---|---|---|
| New 12-inch cap | $75 to $125 per linear foot | 2016 (Fort Lauderdale) |
| Cap spall repair | $60 per cubic foot of epoxy mortar | 2016 (Fort Lauderdale) |
| DERM expedited cap review | $75 plus 7.5% surcharge | 2025 (Miami-Dade) |
Frequently asked questions
Is there a maximum seawall height in Jupiter?
Yes. The top of the cap in NAVD must be less than or equal to the property's base flood elevation (Code 27-2624(8)).
How much does the tide move in Jupiter?
At NOAA's Jupiter Inlet south jetty station, a 2.39 ft mean range and a 2.75 ft great diurnal range (1983 to 2001 epoch).
Can a new seawall be built in front of the old one in Jupiter?
Up to 18 in waterward of the existing bulkhead, as a one-time-only allowance, with a sealed survey showing mean high water, riprap and mangroves.
