A new cap seals the top of the wall, ties the panels together and can add height. We check first that the existing wall can carry the extra weight.

The short answer
Boca Raton sets new or replaced seawalls and docks between 4.0 and 6.0 ft NAVD88, a maximum as well as a minimum. NOAA's Lake Boca Raton gauge shows a 2.47 ft great diurnal tide range just inside Boca Inlet.

When a new cap is the right fix
A cap replacement suits a wall whose panels are sound but whose cap is cracked, spalled or too low.
- Cracked or spalled cap with rust staining
- Wall a little below the city's new height
- Panels separating at the top
Typical project sizes
Cap jobs usually run the full length of the lot. At the 2016 rate of $75 to $125 per linear foot, a 12-inch cap on 75 feet of wall is about $5,625 to $9,375 before permits.
A height band, not just a minimum
Boca Raton's Engineering Design Standards Manual sets any new or replaced seawall or dock between 4.0 ft and 6.0 ft NAVD88. The maximum is unusual among the cities we work in: a wall or dock cannot simply be built as high as the owner likes.
A new cap is often the cheapest way to reach that height, if the old wall can carry the extra weight.[1]
Tide on Lake Boca Raton
NOAA's Lake Boca Raton gauge, just inside Boca Inlet, records a 2.19 ft mean range and a 2.47 ft great diurnal range (1983 to 2001 epoch). With the dock band set in NAVD88 and the tide close to the inlet's, lift and float travel is planned from these numbers.
Caps are formed and poured above the water, but the tide decides how high the new cap must sit to give real freeboard.[2]
Designed for 12 to 18 more inches
The same manual asks for seawalls designed to take an added 12 to 18 in of height later without alteration. That sizes the piles, panels and tiebacks today for a raise the owner may only pay for in ten or twenty years.

A cap replacement can count as substantial work, so we check the trigger before design.[1]
A survey before the cap is poured
Boca Raton will not let a seawall cap be poured until a ZON location survey is approved, and after the work an engineer reports the finished cap elevation with photos. Docks and lifts finish with a Final Marine Structure Survey, so the elevation band is checked in the field, not just on paper.
Cap repairs and cap replacements usually take a lighter permit route than a full wall.[3]
What makes Boca Raton different
Plan review needs a current-conditions survey showing the seawall wet face or bulkhead line, the property line and piles, section details with the finished cap elevation, and a proposed site plan. Inspections are staged: a location survey before the cap is poured and before the structural cap and piling inspections, a final engineer report on cap elevation with photos, and a final marine structure survey for docks and lifts.[3]

Agencies beyond the City
Palm Beach County's marine structure checklist for unincorporated areas lists the outside approvals agencies expect to see: FDEP, the Florida Inland Navigation District (FIND) and the Army Corps, as applicable. That checklist is dated 2005, so we confirm current requirements for each job. The federal seagrass range used in dock design covers Palm Beach County waters.[4][5]

Permits in Boca Raton
- City of Boca Raton Development Services: Marine structure permits under City Code Chapter 22, with staged survey and engineer inspections.
- Florida Inland Navigation District (FIND): May be involved for work along the Intracoastal Waterway.
- Florida DEP or South Florida Water Management District: State permit or exemption for docks, walls and lifts on Lake Boca Raton and the Intracoastal Waterway.
- US Army Corps of Engineers, Jacksonville District: Federal authorisation along the Intracoastal, which the Palm Beach County checklist expects to see with the building permit.
Can the wall take a new cap?
Not always. Whether a cap can be added depends on whether the existing wall can bear the weight, which a marine or structural engineer must assess. A wall that cannot take it needs replacing instead.[7]

Permits for cap work
Miami-Dade DERM gives cap repair or replacement an expedited administrative authorisation when the building department has approved the structural plans. At the state level, seawall caps, batter piles and king piles used only to stabilise and repair seawalls fall under an exemption in rule 62-330.051(12)(d).[8][5]
Caps and city height rules
In Miami Beach a wall may be built to 4 ft NAVD if it is designed to support a future 5.7 ft NAVD, so the cap and footing need to be designed for that later raise. In Boca Raton the city must approve a location survey before the cap is poured, and a final engineer report confirms the cap elevation.[9][3]

Frequently asked questions
How high can a seawall or dock be in Boca Raton?
Between 4.0 ft and 6.0 ft NAVD88 for new or replaced seawalls and docks, under section 7.7 of the City's Engineering Design Standards Manual.
How much does the tide move in Boca Raton?
NOAA's Lake Boca Raton station shows a 2.19 ft mean range and a 2.47 ft great diurnal range (1983 to 2001 epoch).
Does a new seawall in Boca Raton have to allow for raising later?
Yes. Section 7.7 asks for walls designed to take an added 12 to 18 in of height without alteration.
What inspections does a Boca Raton seawall get?
A ZON location survey before the cap is poured and before the structural cap and piling inspections, then a final engineer report on the cap elevation with photos.
