The short answer
Jupiter lets a replacement seawall go up to 18 in waterward of the old one, but only once (Code 27-2624). A Jupiter dock or lift permit needs a sealed survey less than 6 months old showing mean high water and the waterway width.

Signs you need seawall repair
Call us when you see any of these. Each one lets water and soil move through the wall, and the damage speeds up once it starts.
- Cracks, spalling or rust stains on the cap or face
- Open or leaking joints between panels
- Sinkholes or soft ground just behind the wall
- Water seeping through the wall at high tide
- A cap or panels leaning toward the water
Typical project sizes
Repairs range from a few feet of crack sealing to rebuilding tiebacks along a whole lot. In Miami Beach a repair costing $300 or more per linear foot counts as substantial and must bring the wall up to 5.7 ft NAVD, so the size of a repair can change what the city requires.
An 18 inch allowance, once
A replacement bulkhead in Jupiter may go up to 18 in waterward of the existing one, or landward of mean high water, and the Town treats that as a one-time-only allowance (Code 27-2624). The permit survey must show the mean high water line in NAVD88 plus existing and proposed riprap and mangroves.
Before we price a repair we check whether its cost or extent would trigger the full height rule.[1]
A survey less than six months old
Jupiter dock permits need a signed and sealed survey made within 6 months of the application, showing setbacks, the mean high water line in NAVD88 and the waterway width (Code 27-2626). An older survey from the house purchase usually has to be redone.
Many crack, spall and cap repairs move faster than a rebuild because of that permit route.[2]
A cap no higher than base flood elevation
Jupiter caps seawalls from above: the top of the concrete cap, in NAVD, must be at or below the property's base flood elevation (Code 27-2624(8)). Since FEMA's new maps took effect on 20 December 2024, the BFE on the current map is the number to check before a cap is designed.

A repair that leaves the cap below that height can be the right call, as long as you know a raise may come later.[1][3]
What makes Jupiter different
Town Code 27-2626 keeps half of every waterway clear: a centreline channel of 50% of the waterway width must stay unobstructed, or at least a 15 ft channel where that cannot be met. Only rectangular, T and L shaped docks are allowed unless the Planning and Zoning Director approves another shape.[4]

Who approves what
The Town's checklists ask for FDEP self-certification or exemption verification, Army Corps approval if not included in the DEP decision, and SFWMD approval for structures on submerged lands or in natural waterways such as the Loxahatchee River, the Intracoastal Waterway and Sawfish Bay.[1][2]

Permits in Jupiter
- Town of Jupiter Building and Planning and Zoning: Marine structure permits; dock waivers under Town Code 27-2626.
- Florida DEP or South Florida Water Management District: FDEP self-certification or exemption verification for canal docks; SFWMD approval for structures in the Loxahatchee River, the Intracoastal and Sawfish Bay.
- US Army Corps of Engineers, Jacksonville District: Army Corps approval where the FDEP decision does not include it, as the Town checklists note.
How do you repair a seawall?
We start with a close inspection at low tide to find where water and soil are moving. Then the fix matches the fault: crack injection or patching for the face, rebuilt concrete for spalled caps, new tie rods and anchors where the wall is leaning, and compacted fill behind the wall once it is sealed.

- Inspect the cap, face, joints and toe at low tide
- Confirm the permit path (exempt, expedited or short form)
- Seal joints and cracks, repair spalls
- Replace tiebacks or the cap if needed
- Backfill and restore the yard
Which seawall repairs need a permit?
Miami-Dade DERM lists as exempt: sealing cracks and spall repair on the cap or face, repair or sealing of pilasters, backfilling landward of an existing seawall, riprap or gunite tubes under an undercut wall no more than 2 ft waterward, and sand-cement bags at the toe no more than 2 ft waterward. Cap and tieback repair or replacement need structurally approved plans from the building department and an expedited DERM authorisation. Your city may still need a building permit.[5]
Repair or replace?
If the panels are sound and the wall is tall enough for local rules, repair is usually the better value. If repairs would cross a city's substantial repair line, such as $300 per linear foot in Miami Beach, you may have to raise the whole wall anyway, and replacement can make more sense.[6]

Frequently asked questions
Can a new seawall be built in front of the old one in Jupiter?
Up to 18 in waterward of the existing bulkhead, as a one-time-only allowance, with a sealed survey showing mean high water, riprap and mangroves.
Can I use my closing survey for a dock permit in Jupiter?
Only if it is less than 6 months old and shows setbacks, mean high water in NAVD88 and the waterway width. Most owners need a new one.
Is there a maximum seawall height in Jupiter?
Yes. The top of the cap in NAVD must be less than or equal to the property's base flood elevation (Code 27-2624(8)).
