The short answer
Repairing a seawall in Key Largo is often covered by state exemptions: Florida exempts restoring a wall at its previous location or within 18 inches waterward, and seawall caps, batter piles and king piles used only to stabilise and repair a wall fall under rule 62-330.051(12)(d) (Florida Statutes; SPGP VI). Monroe County permits and Sanctuary approval still apply.

Signs you need seawall repair
Call us when you see any of these. Each one lets water and soil move through the wall, and the damage speeds up once it starts.
- Cracks, spalling or rust stains on the cap or face
- Open or leaking joints between panels
- Sinkholes or soft ground just behind the wall
- Water seeping through the wall at high tide
- A cap or panels leaning toward the water
Typical project sizes
Repairs range from a few feet of crack sealing to rebuilding tiebacks along a whole lot. In Miami Beach a repair costing $300 or more per linear foot counts as substantial and must bring the wall up to 5.7 ft NAVD, so the size of a repair can change what the city requires.
Repair options that stay in the footprint
Cap replacement, batter piles and king piles that only stabilise the wall are exempt at the state level. Repairs that move the wall out are limited to 18 inches.[1][2]
Sanctuary first
Inside the Florida Keys National Marine Sanctuary, prior Sanctuary approval was a condition of SPGP VI, so we confirm the Sanctuary step before scheduling work.[1]
Where a seawall is allowed at all
Monroe County allows vertical seawalls only to stabilise severely eroding shorelines on man-made canals, channels or basins, and never on open water. Lawfully existing walls may be repaired or replaced on the same footprint, the yard behind must sit at least 6 in below the top of the wall, and riprap goes at the toe wherever feasible.

A repair that leaves the cap below that height can be the right call, as long as you know a raise may come later.[3]
Ocean side tide at Rock Harbor
NOAA's Rock Harbor station on the Atlantic side of Key Largo records a 2.09 ft mean range and a 2.37 ft great diurnal range, with mean higher high water about 0.25 ft above NAVD 88 (1983 to 2001 epoch). There is no NOAA datum station on the bay side near Key Largo, so for bay side lots we measure the water on site.
Repairs low on the wall face are timed to the lowest tides of the month.[4]
What makes Key Largo different
The special exception application asks owners to describe the submerged lands the dock crosses, such as sand, seagrass or coral, and the minimum extra length needed to reach adequate water depth. The site plan must be prepared by a Florida registered architect, engineer or landscape architect and show the mean high water line and shoreline setbacks.[5]

Sanctuary, seagrass and manatees
Projects inside the Florida Keys National Marine Sanctuary needed prior Sanctuary approval under SPGP VI. The same permit let boat lifts and minor structures in Monroe County go into existing boat slips without a seagrass survey. All in-water work follows the state manatee conditions.[1][6]

Permits in Key Largo
- Monroe County Planning and Environmental Resources Department: Dock length special exceptions under County Code section 118-12(m)(15).
- Florida Keys National Marine Sanctuary: The Sanctuary starts at mean high water, so Key Largo canal and bay work is inside it; SPGP VI required its prior approval.
- Florida DEP or South Florida Water Management District: State permit or exemption, which Monroe County needs to see before it issues a Notice to Proceed for docks, seawalls and ramps.
- US Army Corps of Engineers, Jacksonville District: Federal permit, also required before the County's Notice to Proceed.
How do you repair a seawall?
We start with a close inspection at low tide to find where water and soil are moving. Then the fix matches the fault: crack injection or patching for the face, rebuilt concrete for spalled caps, new tie rods and anchors where the wall is leaning, and compacted fill behind the wall once it is sealed.

- Inspect the cap, face, joints and toe at low tide
- Confirm the permit path (exempt, expedited or short form)
- Seal joints and cracks, repair spalls
- Replace tiebacks or the cap if needed
- Backfill and restore the yard
Which seawall repairs need a permit?
Miami-Dade DERM lists as exempt: sealing cracks and spall repair on the cap or face, repair or sealing of pilasters, backfilling landward of an existing seawall, riprap or gunite tubes under an undercut wall no more than 2 ft waterward, and sand-cement bags at the toe no more than 2 ft waterward. Cap and tieback repair or replacement need structurally approved plans from the building department and an expedited DERM authorisation. Your city may still need a building permit.[8]
Repair or replace?
If the panels are sound and the wall is tall enough for local rules, repair is usually the better value. If repairs would cross a city's substantial repair line, such as $300 per linear foot in Miami Beach, you may have to raise the whole wall anyway, and replacement can make more sense.[9]
