The short answer

Seawall repairs in Boca Raton are permitted under City Code Chapter 22, starting with a current-conditions survey of the seawall wet face, property line and piles; any new cap needs an approved location survey before it is poured (City of Boca Raton). On the Intracoastal, state, FIND and Army Corps approval or exemption may also apply.

Signs you need seawall repair

Call us when you see any of these. Each one lets water and soil move through the wall, and the damage speeds up once it starts.

  • Cracks, spalling or rust stains on the cap or face
  • Open or leaking joints between panels
  • Sinkholes or soft ground just behind the wall
  • Water seeping through the wall at high tide
  • A cap or panels leaning toward the water

Typical project sizes

Repairs range from a few feet of crack sealing to rebuilding tiebacks along a whole lot. In Miami Beach a repair costing $300 or more per linear foot counts as substantial and must bring the wall up to 5.7 ft NAVD, so the size of a repair can change what the city requires.

Repairs that touch the cap

Most serious repairs end with a new or rebuilt cap. In Boca that means the location survey before the pour and a final engineer report on cap elevation with photos afterwards.[1]

Intracoastal layer

Palm Beach County's marine structure checklist lists FDEP, FIND and Army Corps approval or exemption, as applicable, before a building permit. The checklist is dated 2005, so we confirm current requirements each time.[2]

Designed for 12 to 18 more inches

The same manual asks for seawalls designed to take an added 12 to 18 in of height later without alteration. That sizes the piles, panels and tiebacks today for a raise the owner may only pay for in ten or twenty years.

A repair that leaves the cap below that height can be the right call, as long as you know a raise may come later.[3]

The 45 degree side lines

Boca Raton structures must stay inside lines projected waterward at 45 degrees from the side property lines, and the seawall wet face sits on the property line (Sec. 26-146). On a pie-shaped lot at the end of a canal those lines can shrink the space for a lift or davit to a few feet.[3]

What makes Boca Raton different

Plan review needs a current-conditions survey showing the seawall wet face or bulkhead line, the property line and piles, section details with the finished cap elevation, and a proposed site plan. Inspections are staged: a location survey before the cap is poured and before the structural cap and piling inspections, a final engineer report on cap elevation with photos, and a final marine structure survey for docks and lifts.[1]

Agencies beyond the City

Palm Beach County's marine structure checklist for unincorporated areas lists the outside approvals agencies expect to see: FDEP, the Florida Inland Navigation District (FIND) and the Army Corps, as applicable. That checklist is dated 2005, so we confirm current requirements for each job. The federal seagrass range used in dock design covers Palm Beach County waters.[2][4]

Permits in Boca Raton

  • City of Boca Raton Development Services: Marine structure permits under City Code Chapter 22, with staged survey and engineer inspections.
  • Florida Inland Navigation District (FIND): May be involved for work along the Intracoastal Waterway.
  • Florida DEP or South Florida Water Management District: State permit or exemption for docks, walls and lifts on Lake Boca Raton and the Intracoastal Waterway.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation along the Intracoastal, which the Palm Beach County checklist expects to see with the building permit.

How do you repair a seawall?

We start with a close inspection at low tide to find where water and soil are moving. Then the fix matches the fault: crack injection or patching for the face, rebuilt concrete for spalled caps, new tie rods and anchors where the wall is leaning, and compacted fill behind the wall once it is sealed.

  1. Inspect the cap, face, joints and toe at low tide
  2. Confirm the permit path (exempt, expedited or short form)
  3. Seal joints and cracks, repair spalls
  4. Replace tiebacks or the cap if needed
  5. Backfill and restore the yard

Which seawall repairs need a permit?

Miami-Dade DERM lists as exempt: sealing cracks and spall repair on the cap or face, repair or sealing of pilasters, backfilling landward of an existing seawall, riprap or gunite tubes under an undercut wall no more than 2 ft waterward, and sand-cement bags at the toe no more than 2 ft waterward. Cap and tieback repair or replacement need structurally approved plans from the building department and an expedited DERM authorisation. Your city may still need a building permit.[6]

Repair or replace?

If the panels are sound and the wall is tall enough for local rules, repair is usually the better value. If repairs would cross a city's substantial repair line, such as $300 per linear foot in Miami Beach, you may have to raise the whole wall anyway, and replacement can make more sense.[7]
