When water scours under the toe of a wall, the wall starts to tip. Riprap and toe repairs stop that, and some are permit-exempt in Miami-Dade.

The short answer

Boca Raton work follows Palm Beach County's manatee zones (rule 68C-22.009) and sits inside the federal Johnson's seagrass range. Boca Raton approves a location survey before any seawall cap is poured and checks the finished cap elevation with an engineer's report.

Signs the toe needs work

Look for these at low tide.

  • A gap or hollow under the base of the wall
  • Wall tipping toward the water
  • Soil loss behind the wall with no visible crack
  • Strong wakes or currents along the lot

Typical project sizes

Toe repairs often cover the worst few sections of wall; riprap revetments usually run the full frontage. The state general permit covers up to 100 linear feet of riprap at a slope no steeper than 2:1.

Palm Beach County manatee zones

Boca Raton waters fall under Palm Beach County's manatee protection zones in state rule 68C-22.009, with boating restricted areas in 68D-24.017 and 68D-24.011. The federal Johnson's seagrass range used for dock design also covers these waters, so pile and dock layouts avoid grass beds.

Rock footprints are kept off grass beds, so a survey of the bottom comes before the rock order.[1][2]

A survey before the cap is poured

Boca Raton will not let a seawall cap be poured until a ZON location survey is approved, and after the work an engineer reports the finished cap elevation with photos. Docks and lifts finish with a Final Marine Structure Survey, so the elevation band is checked in the field, not just on paper.

Toe protection usually costs a fraction of a new wall and fits that permit route.[3]

The 45 degree side lines

Boca Raton structures must stay inside lines projected waterward at 45 degrees from the side property lines, and the seawall wet face sits on the property line (Sec. 26-146). On a pie-shaped lot at the end of a canal those lines can shrink the space for a lift or davit to a few feet.[4]

What makes Boca Raton different

Plan review needs a current-conditions survey showing the seawall wet face or bulkhead line, the property line and piles, section details with the finished cap elevation, and a proposed site plan. Inspections are staged: a location survey before the cap is poured and before the structural cap and piling inspections, a final engineer report on cap elevation with photos, and a final marine structure survey for docks and lifts.[3]

Agencies beyond the City

Palm Beach County's marine structure checklist for unincorporated areas lists the outside approvals agencies expect to see: FDEP, the Florida Inland Navigation District (FIND) and the Army Corps, as applicable. That checklist is dated 2005, so we confirm current requirements for each job. The federal seagrass range used in dock design covers Palm Beach County waters.[5][2]

Permits in Boca Raton

  • City of Boca Raton Development Services: Marine structure permits under City Code Chapter 22, with staged survey and engineer inspections.
  • Florida Inland Navigation District (FIND): May be involved for work along the Intracoastal Waterway.
  • Florida DEP or South Florida Water Management District: State permit or exemption for docks, walls and lifts on Lake Boca Raton and the Intracoastal Waterway.
  • US Army Corps of Engineers, Jacksonville District: Federal authorisation along the Intracoastal, which the Palm Beach County checklist expects to see with the building permit.

What riprap does

Riprap is a sloped layer of large rock at the base of a seawall. It breaks wave energy and stops the water from scouring sand out from under the toe. Red mangroves can grow between the rocks, which is the idea behind living shorelines.

Riprap limits and permits

Under SPGP VI, new riprap may extend no more than 10 ft waterward of the mean high water line, and repair or replacement no more than 18 inches beyond the previous footprint. Miami-Dade allows natural limerock boulder riprap on a 2:1 slope up to 10 ft waterward through an expedited authorisation after inspection.[2][7]

Frequently asked questions

Do seagrass and manatee rules affect docks in Boca Raton?

Yes. Palm Beach County manatee zones (rule 68C-22.009) apply, and Boca is inside the federal Johnson's seagrass range used to review docks over grass.

What inspections does a Boca Raton seawall get?

A ZON location survey before the cap is poured and before the structural cap and piling inspections, then a final engineer report on the cap elevation with photos.

Why does lot shape matter for a boat lift in Boca Raton?

Because structures must stay inside lines projected at 45 degrees from the side property lines. On narrow or pie-shaped lots that leaves less room.
